    Overview

    The St. Kitts and Nevis Citizenship by Investment Program offers four investment routes. The focus is on maintaining a fair balance between the developmental goals of the island nation and the foreign investor’s individual ambitions.

    Sustainable Island State Contribution (SISC)

    Under the Sustainable Island State Contribution (SISC) route, you can make a non-refundable, lump sum contribution to a designated sustainable growth fund in St. Kitts and Nevis.

    This option offers the foreign investor an opportunity to support the dual-island nation’s social, economic and environmental progress across seven sustainable developmental priorities (a.k.a. the “Seven Pillars of Prioritisation”):

    • A main applicant with up to three dependants

    Additional Dependants

    To bring more dependants over and above that figure, you will have to make an additional deposit of:

    • $25,000 per person if they are under 18, or
    • $50,000 per person if they are 18 or over

    Developers Real Estate Investment

    Under this pathway, you can purchase designated units in government-approved developments in St. Kitts and Nevis.

    Apart from obtaining citizenship, this route gives you an opportunity to invest in premium properties and luxury developments that come with high potential for returns on your investment (note: returns not guaranteed due to normal market risks).

    The minimum investment amount required is $325,000. There will also be purchase costs over and above that, such as compulsory insurance fund contributions and conveyance fees.

    Usually, you can resale the property after seven years, but ensure you keep up to date with the CIU’s latest guidelines before you consider selling.

    Private Real Estate Investment

    Foreign investors keen on the real estate route to citizenship in St. Kitts and Nevis might also consider buying exclusive properties.

    Under this pathway, you must make a minimum investment of $600,000 to buy single-family private homes that are designated as “Approved Private Real Estate.”

    If you want to choose this option, keep in mind you cannot sell your property purchased under this option for a period of at least seven years.

    Moreover, any such private real estate will not qualify for purchase in a subsequent citizenship by investment application before the 7-year holding period is over, unless the government is satisfied that substantial investment was made into the said property after its purchase for further construction, renovation, or otherwise.

    Public Benefit Option (PBO)

    The PBO route requires a foreign investor to make a minimum contribution of $250,000 to approved public benefit projects in St. Kitts and Nevis.

    Such projects must be approved by the government, and foster economic growth and job creation.

      Eligibility Requirements for St. Kitts and Nevis Citizenship by Investment

      Irrespective of which investment route you choose, you (as the main applicant) and your dependants (if any) must fulfil certain general criteria to be eligible to apply under the St. Kitts and Nevis Citizenship by Investment Program.

      Applicants must, unless otherwise explicitly exempted because of their age or other factors, must:

      • Be 18 or over (not applicable for dependent minors)
      • Be willing and able to meet the minimum investment requirement per their chosen pathway (applicable only for the main applicant)
      • Have sufficient funds to cover other relevant costs/fees associated with their citizenship application/investment pathway (applicable only for the main applicant)
      • Possess a good character
      • Not have a serious criminal record or any adverse history that might prove them to be a potential threat to public safety or national security
      • Be in good health (i.e., they must not have any health issues that might impact public health)
      • Be able to clear the CIU’s due diligence and background checks
      • Be able to attend a mandatory interview if required (usually conducted via a virtual platform)

      Inclusion of Family Members in the St. Kitts and Nevis Citizenship by Investment Program

      The following family members can be eligible for citizenship as the main applicant’s dependants:

      • Spouse (must be legally married)
      • Children (both biological and adopted) under 18, biological or adopted A child of the main applicant or spouse under 18;
      • Children (both biological and adopted) aged 18–30 if they are unmarried and financially dependent on the main applicant
      • Adult children (both biological and adopted) who are completely dependent on the main applicant and/or their spouse due to physical or mental conditions
      • Parent(s) of the main applicant (or of their spouse) if they are 55 or over. They must be fully supported by, and living with, the main applicant

      Children born out of your or your spouse’s previous marriage are also eligible provided they meet the other criteria. Married adult children or any other relatives (e.g., siblings, cousins, grandparents, etc.) are generally not eligible.

      Application Process for St. Kitts and Nevis Citizenship by Investment

      Overview

      The St. Kitts and Nevis Citizenship by Investment Program has five key steps in the application process:

      • Step 1: Select an authorized agent from the official list
      • Step 2: Complete and submit your application
      • Step 3: Attend an interview, if applicable
      • Step 4: Make your investment and pay applicable fees upon receiving in-principle approval
      • Step 5: Obtain your citizenship

      Select an Authorized Agent

      When you are ready to apply, you must select an authorized agent for this purpose. The full list of such agents is available on the official website for St. Kitts and Nevis Citizenship by Investment Program.

      Once you have connected with your agent, you will have to work with them to prepare your application and arrange your supporting evidence. Your agent will thoroughly review your application and supporting documentation to ensure they are in line with the latest CIU guidelines.

      Submit Your Application

      Once your agent is satisfied with your application forms and documents, you will have to send them the physical copies of the same. They will submit the application on your behalf to CIU.

      You must also make arrangements to transfer the initial funds relevant to your selected investment route at this stage.

      Upon receiving the formal application, the CIU will issue an acknowledgement letter to confirm the receipt of your application. Your authorized agent will share the confirmation with you.

      Due Diligence and Background Checks

      The CIU will next carry a rigorous due diligence process as well as thorough background checks for all applicants included in your application. The CIU commissions such checks to independent professional firms in Europe, the UK, and the US, who conduct the scrutiny per requirements set by the Board of Governors.

      They will check for any criminal records, sanctions, prior visa refusals or immigration breaches, dubious source of funds (to minimise money laundering risks) and PEP (politically exposed person) status, among others.       Attend an Interview

      If the CIU is satisfied with the findings during the due diligence and background checks stage, they will invite the main applicant to attend an interview. This step is now a must for all your dependants aged 16 or over.

      The CIU commissions independent professional firms to conduct these interviews either virtually, or in person in St. Kitts and Nevis or in any other approved location.

      Wait for a Decision

      After attending your interview, you must wait to hear from your authorized agent. The CIU will get in touch with your agent if they have any queries, and your agent in turn will contact you. Once they have completed processing your application, the CIU will communicate their decision to your agent who will inform you accordingly.

      The processing time might vary depending on your circumstances or documents. Note that the erstwhile 60-day Accelerated Application Process (AAP) has been discontinued since July 2023 during an overhaul of the St. Kitts and Nevis Citizenship by Investment Program.

      If your application is approved, the CIU will issue an in-principle approval letter which will mention the total amount of the contribution (for SISC route) or the government fees (for real estate route). Upon successful receipt and processing of the funds, a Certificate of Registration (CoR), also known as the citizenship certificate, will be issued to you.

      You will be required to collect the CoR in person in St. Kitts and Nevis, or at an embassy or consulate specified by the CIU and approved by the Board of Governors.

        Documents Requirements for St. Kitts and Nevis Citizenship by Investment Program

        Overview

        The list of supporting documents to be submitted for your St. Kitts and Nevis citizenship by investment application is long and quite specific. While there is a set of documents that is required for every applicant (i.e., the main applicant and their dependants), an additional set of documents are required specifically for the main applicant.

        Note that it is extremely important that your supporting evidence (and that of your dependants, if any) must adhere to the CIU guidelines to avoid a rejection. We recommend checking the latest CIU guidelines published on their website before you start arranging for the required documents and information.

        Documents Required for the Main Applicant Only

        As part of their St. Kitts and Nevis citizenship by investment application process, the main applicant must submit the following:

        • Duly signed completed C4 application form
        • The completed agreement or application form relating to the specific investment option chosen (e.g., a PBO agreement where the said route has been leveraged)
        • A professional reference letter from their lawyer or accountant
        • Bank statements for a 12-month period dated within the past six months to prove sufficient funds for investment (combined statements might be submitted if required)
        • A bank reference letter issued within the past six months
        • Military record (if any)
        • Residential address proof, e.g., utility bills, tenancy contract, title deed, or a letter from any relevant official authority issued within the past six months
        • Original employment letter (if they are an employee)
        • Business license or incorporation documents (if they run their own business or are self-employed)
        • Certified copy of marriage certificate or divorce certificate (must be translated to English), as and where applicable
        • Documentary evidence to support their statement at C56 and A22 (i.e., the evidence of their source of funds)
        • Affidavit of financial support if any dependent children aged 18 or over are included in the application. Must be signed by the main applicant and witnessed by a lawyer or notary public
        • Power of attorney in case the application is being submitted and managed by an authorized representative (must be in line with CIU requirements). It should be signed by the applicant and witnessed by a lawyer or notary public. The applicant’s signature must match the signature in their passport, and their name must be affixed below their signature

        Documents Required for All Applicants

        In addition, both the main applicant and their dependants (if any) will have to submit the following documents:

        • Duly signed and completed C1, C2 and C3 application forms. Do not leave any blank sections (write N/A if no information is relevant or available). The applicant’s signature must match with that on their passport
        • Certified birth certificate (must be translated to English if the original is in any other language)
        • Deed Poll or its jurisdictional equivalent for any change of names (if applicable). Not required for change of name due to marriage
        • For every applicant aged 16 or over, certified colored copies of their national identity document (must be translated to English)
        • Certified colored copies of current passport(s) which must remain valid for at least six months from the date of submission
        • For every applicant aged 12 or over, their HIV test certificate duly stamped or signed by a medical examiner. Must have been issued within the past three months
        • For every applicant aged 16 or over, a police clearance certificate from their country of residence, country of citizenship (if different from country of residence), and anywhere they might have lived for over one year during the past 10 years (must be translated to English)
        • For every applicant aged 16 or over, the PEP form and the Sanction form, where applicable
        • Six passport photos taken according to the official guidelines (e.g., frontal view, no hair on the forehead, ears and hairline completely visible, neutral facial expression, etc.), of which at least one must be certified

        Documents Required for A Dependent Spouse If They Were Previously Married

        If a dependent spouse declares that they were previously married, and subsequently got divorced, before they married the main applicant, they must submit their:

        • Previous marriage certificate
        • Subsequent certified divorce decree

        St. Kitts and Nevis Citizenship by Investment Cost

        It is crucial to understand the full cost implications of an application under the St. Kitts and Nevis Citizenship by Investment Program. Note that the total cost applicable in your case will depend on many factors, such as:

        • Your chosen investment route
        • Number and type of dependants included in your application
        • Any additional due diligence or professional costs involved

        Over and above the minimum investment amount and any other associated costs mentioned previously in this article under each investment route, you will also be required to pay a due diligence fee of:

        • $10,000 for yourself as the main applicant, AND
        • $7,500 for each dependent family member aged 16 or over included in your citizenship application

        In addition, for the real estate (both developers real estate and private real estate) and PBO routes, you will have to pay the following post-approval application fees (to be paid after receiving the in-principle approval on your application):

        • For yourself as the main applicant: $25,000
        • For your spouse: $15,000
        • For any eligible dependant under 18: $10,000
        • For any eligible dependant aged 18 or over: $15,000

        Some of the supporting documents must have a certified translated copy if they are not originally in English. This will also come at an additional cost, which might be a significant amount depending on your country of residence.

        How to Apply for a Passport After Obtaining St. Kitts and Nevis Citizenship by Investment

        The St. Kitts and Nevis passport application process is separate from the Citizenship by Investment process.

        Once you have obtained your citizenship status, you will have to apply separately for a passport in the same way as other citizens do in the dual-island nation.

        You can apply for a passport by taking the following steps:

        • Complete the official ePassport application form
        • Arrange for the required supporting documents, including (but not limited to):
          • Your birth certificate
          • Proof of St. Kitts and Nevis citizenship
          • Two passport photos taken per the official specifications
          • Any government-issued ID, etc.
        • Submit the application to the Passport Office in St. Kitts and Nevis. You can also submit your passport application through a St. Kitts and Nevis embassy, high commission, or consulate in your country of residence (the US in this context) if you are living abroad
